The Jewish women and children of Šilalė were shot in the Tūbinės forest in September 1941. The trucks with Jewish women and children drove to the forest, upon their arrival, police pushed them out of the truck and forced them into the pits. Jews were told to undress. They were taken to the edge of the pit and shot. The massacre took all day. The exact number of victims is not known. In 1945, a Soviet special commission determined that 1,300 people were shot in the Šilalė rural district during the German occupation.
The date of installation of the original monument is unknown, probably it happened in the 1970s. A new monument was erected in the early 1990s, by the Jewish Community of Lithuania.
On September 5, 2000, the monument was registered in the State Cultural Register of the Republic of Lithuania as a site of national importance (no. 11210).
