The inscription on the right is Psalm 24:1–7 and it reads:

לדוד

[מז]מור לד' הארץ ומלאה

[טבל] וישבי בה כי הוא על

[ימים יס]דה ועל נהרות יכוננה מי יעלה

[בהר ה' ו]מי יקום במקום קדשו נקי

[כפים ו]בר לבב אשר לא נשא

[לשוא] נשפי ולא נשבע למרמה ישא

[ברכה] מאת ד' וצדקה מאלקי ישעו

[זה דור ד]רשו מבקשי פניך יעקב סלה

[שאו ש]עים [רא]שיכם ושאו פתחי

עלום ויבוא מלך הכבוד

(=תהילים כ"ד:א-ז)

 

English translation (KJV):

(1 [A Psalm of David.] The earth is the LORD'S, and the fulness thereof; the world, and they that dwell therein.

2 For he hath founded it upon the seas, and established it upon the floods.

3 Who shall ascend into the hill of the LORD? or who shall stand in his holy place?

4 He that hath clean hands, and a pure heart; who hath not lifted up his soul unto vanity, nor sworn deceitfully.

5 He shall receive the blessing from the LORD, and righteousness from the God of his salvation.

6 This is the generation of them that seek him, that seek thy face, O Jacob. Selah.

7 Lift up your heads, O ye gates; and be ye lift up, ye everlasting doors; and the King of glory shall come in).

The inscription on the left is a collection of Biblical verses that are recited for Shabbat Mincha prayer when the Torah scroll is returned to the Heichal. It reads:

ובנחה

יאמר שובה ה' רבבות אלפי

ישראל [=במדבר י:לו] ה' למנוחתך אתה

וארון עזך כהניך ילבשו צדק

וחסידיך ירננו  בעבור דוד עבדיך

אל תשב פני משיחך [=תהילים קלב:ח-י] כי לקח

כי לקח אוב נתתי לכם תורתי אל תעזוב [=משלי ד:א-ב]

עץ חיים היא למחזקים בה

ותומכיה מאשר [=משלי ג:יח] ודרכיה דרכי

נעם וכל נתיבותיה שלום. [=שם ג:יז]

השיבנו אליך ונשובה חדש

ימינו כקדם. [=איכה ה:כא]

[=מנחה לשבת, נ"א, כשמכניסים תורה להיכל]

(And when it rested, he said, Return, O LORD, unto the many thousands of Israel. [Numbers 10:36] 8 Arise, O LORD, into thy rest; thou, and the ark of thy strength. 9 Let thy priests be clothed with righteousness; and let thy saints shout for joy. 10 For thy servant David's sake turn not away the face of thine anointed. [Psalms 132:8–10] ...to know understanding. 2 For I give you good doctrine, forsake ye not my law. [Proverbs 4:1–2] She is a tree of life to them that lay hold upon her: and happy is every one that retaineth her. (Ibid. 3:18) Her ways are ways of pleasantness, and all her paths are peace. [Ibid. 3:17] Turn thou us unto thee, O LORD, and we shall be turned; renew our days as of old. [Lamentations 5:21]).
