A nine-branched menorah is depicted in the centre of the panel with a base shaped like three hills. The shaft is decorated with a guilloche band and its upper part flanked by stepped poised squares. The branches are composed of plain strips. The shaft and branches are connected to a bar, above which ten flames (knobs?) are set. Above the menorah, as well as on its sides, two Aramaic inscriptions are located. Both were interpreted and translated by Joseph Naveh. The top one reads as follows: "May be remembered for good the priest Pinhas the son of Justus who gave the price of the mosaic from his own (expense)". The lower one reads as follows: "May be Rebeka the wife of Pinhas remambered for good". The background is composed of stepped poised squares, stepped rhombuses, sprigs and four-petalled flowers. The panel is framed at top and bottom by two parallel lines and on the sides by a row of equilateral triangles with a poised tessera on the apex (crowsteps). Above the panel is a poised square crowned by eight sprigs.
