The Torah mantle is made of blue velvet. The rectangular cloth cloak is made of two parts and is attached at the upper border, leaving two openings for Torah Scroll rods. It opens in its lower part on both sides. The cloth bears a dedicatory inscription and an embroidery decoration of a Torah^crown~ supported by two lions. The lions are standing on columns composed of foliage patterns. A wreath appears between the columns' bases. An inscription appears below the Torah Crown reading:

The dedicatory inscription is embroidered in outline letters and reads:
זה המעיל נדבה / לכבוד התורה / האשה החשובה מרת חנה / בת ר בנימין זאב / לזכרון נשמת בעלה / ר' מיכאל גרויער / ש' ת'ר'נ'ז' / לפ"ק
Translation: This coat is a donation / in honour of the Torah / the important woman Mrs. Hannah / daughter of R. Benjamin Ze'ev / in memory of the soul of her husband / R. Michael Groyer / the year (int.) (5)657=(1897)"
