The following description was prepared by William Gross:
A letter from the Chief Rabbi of Israel, HaRav Avraham Yitzchak HaCohen Kook, and the Chief Ashkenazi Rabbi of Jerusalem, HaRav Yosef Chaim Sonenfeld, to Diaspora Jews, defending the work of "Meshulochim from the holy institutions in Eretz Israel and the charity-boxes belonging to the eldest and most important of them..."
The letter is a specific attack on the the Federations, who "collect from the[se] charity-boxes and distribute the proceeds in a manner fit in their eyes." This is considered plain robbery, and endangers the existence of the holy institutions which lose this important source of assistance.
The same letter appears twice, in English and Hebrew (with some variation) once with the letterhead of Rav Kook, and again with the letterhead of Rav Sonnenfeld.
