The two-tiered Torah crown consists of a main section, a crest, and an apex. Each tier is composed of a base and arms.

The coronet-like base is comprised of a round band that bears the signs of the zodiac in square frames within medallions composed of garlands (8882). Two rings encircle the bottom of the base and one encircles its upper border. Above the lower rings is a dedicatory inscription, in square filled letters which reads:

לפרט ויחקו לחיים טובים לספר מגידי תהילים כזכרון קדוש פה ואלאטשסיק

"The year: and they will (imitate/wait?) good life (619 [=1859]), for the Torah scroll of Megidei Tehilim, as a holy memory, here Volochisk"

Three dots above certain letters in the inscription indicates the year.

The wavy upper border has intermittent S shape and semicircle plaques decorated with a conch pattern.

Six rounded arms project from the base attached to the semicircle plaques. Each arm is decorated with a floral scroll that emerges from a vase. The arms of the main section converge under the floral disc at the base of the crest. The crown shaped crest has a trefoil pattern on its wavy base, its arms are decorated with a foliate scroll and emerge from a vase. It is surmounted by a dome from which a bell hangs enclosed by the arms of the crest. A bud shaped apex surmounts the crest.
