Нова огорожа єврейського кладовища була встановлена Неприбутковим
товариством зі збереження й захисту єврейських кладовищ в Європі
(ESJF) за сприяння Федеративної Республіки Німеччина в памʼять про
загиблу в роки Шоа єврейську громаду села Липовець.

In Hebrew:

הגדר החדשה הוצבה באמצעות ESJF יוזמת בתי הקברות היהודיים באירופה
במימון הממשלה הפדרלית של גרמניה
לזכר הקהילה היהודית של ליפובץ שהושמדה במהלך שואת יהודי אירופה

In German: 

Die neue Zaun des jüdischen Friedhofes wurde von der ESJF Gemeinnützigen
Geselschaft zur Erhaltung und zum Schutz jüdischer Friedhöfe in Europa
gefördert von der Bundesrepublik Deutschland, zur Erinnerung an die in den
Holocaust-Jahren vernichtete jüdische Gemeinde des Stadt Lypowez

Translation: A new fence of the Jewish cemetery was built by the European Jewish Cemeteries Initiative (ESJF) with funds from the Federal Government of Germany in memory of the Jewish community of Lypovets destroyed in the years of the Holocaust.
